I'd start in a T1 exploration frigate, not an Astero. As a newbie, you will make mistakes and get popped sometimes. It's a lot cheaper to do that with, say, a probe (500k hull) than an Astero (60M hull).

You're looking for a lowsec system or a hisec system behind a lowsec system. Those have low tax rates for a reason. Sneaking ships in and out of those is a little more interesting, especially if the local pirates get your schedule right even once.
